Technology Procurement Governance
Technology procurement operations and procurement governance should support strategic sourcing initiatives and business objectives. Typically, procurement will focus on four broad categories:
"Commodity-type” Purchases
High-volume, low cost per unit items, such as office supplies, paper products, printer supplies, technology components (including, general desktop software, cables, keyboards, mouse pads), etc. Typically, procurement of these high-volume items is through a competitive bidding process, such as a Request for Quote (RFQ). In most cases, a Volume Purchase Agreement (VPA) is negotiated with the selected vendor.
Specific Product Purchases
Relatively low-volume, high cost per unit items, such as computers (servers, laptops, desktops), communications systems (PBX, data switches, VoIP systems, network equipment), large printer/copiers, desk and workstation systems, etc. Cost is a primary decision factor, along with quality and post-procurement service. Typically, procurement will be through a competitive bidding process, typically using an RFQ or Request for Proposal (RFP).
Specific Service Purchases
Specific long-term (over 6-12 months in duration) services, such as IT/Desktop Maintenance, printer/copier maintenance and servicing, and other outsourced services/BPO services. Typically, these procurements are competitive purchases, using an RFP process. Although cost is a decision component, decisions primarily focus on experience, references, capabilities, and meeting contract-specific key performance indicators (KPI) or documented critical success factors (CSF).
Strategic Sourcing Procurements
Strategic (meaning directly aligned to address specific business objectives), highest-cost, non-recurring, purchases. Unless there is a sole-source provider relationship for this procurement, this type of purchase will be competitive, using an RFP or RFQ process. If a large number of suppliers are identified, the procurement process may begin with a Request for Information (RFI), to qualify and reduce the number of RFP/RFQ recipients.
Approach to technology procurement governance should be consistent with the procurement processes for other items. Appropriate technology procurement will support the attainment of business objectives and in many cases provide a measurable return on investment.
